V.F.W. 4th District Pool League

At the 4th District Pool League meeting held August 21st, 1986 the body voted to adopt the State Pool League Rules, which was superseded August 10th, 1989. The following items are matters of procedure that still remain in effect in the 4th District Pool League. Other than these items we play by the State Pool League rules.

In the event a team allows a member of their team WITH AN EXPIRED DUES CARD to compete in league competition, that team will forfeit any winning points involving that person to the opposing team.

Every team in the 4th District Pool League be allowed to submit an extra wildcard designated as wildcard # 2 to both District Singles Tournaments and the Combined Doubles. In short, each team may send 3 entries, 2 wildcards plus seeds to the singles and 1 doubles entry and 2 doubles wildcards plus seed(s) to the combined doubles. In the singles we need to have a total of 44 entries and in the doubles we need to have 40 entries.

Sanction fees changed to $ 10.00 per player. Entry fees for all Singles tournaments are $ 10.00 per person and entry fees for Doubles tournament are $ 10.00 per person.

Staff meeting, regarding the number of entries to the State in the Singles, Doubles and Team events.  22 Singles, 8 Doubles and 4 Teams.  Singles the last 10 (each division), in Doubles the last 8.  Divisional tournaments, stop at the number of players we need to go to state.  Regarding teams, 1st two in each division go, teams in positions 3 thru 10 play-off for the remaining two places ( 3 vs. 10; 5 vs. 8; 4 vs. 9; 6 vs. 7).

Past Post Elected Officers may establish a team / teams in the 4th District Pool League, PROVIDING they have / had served their full term. They may shoot in league play, play-offs if they qualify and in the State Tournament.  They, as team, may elect the post they wish to call “home”, if said post gives approval.

Establish a Bragging Rights Tournament following the last District Singles Tournament.  Guidelines would be as follows.  Immediately after completing the last District Singles Tournament the names of the 18 finishing players would be placed in a bag and a blind draw would be conducted for the pairings.  The Bragging Rights Tournament would be conducted at a post that has a minimum of two (2) tables and bids to host it. There would be no fees / or trophies for this one. **  change to 22 players per state allowance.

In the event both divisions have “Bye” situations.  The teams that have the “bye” will compete, for score, against each other visiting each others post.

A team in the 4th District Team Playoffs must have at least six (6) players at the start of the match (7:30pm) usual start time.  If a team doesn't have six (6) players by the usual start time, then allow a 30 minute grace period.  If, after the grace period a team still does not have the required six (6) players, all games will be forfeited.

Shortened the Divisional Singles and combined Doubles to that number of players that are going to State; i.e., in Singles the last 9 (each division), in Doubles the last 7.  In short, in all divisional tournaments stop at the number of players we need to go to state.  Final participants would be given plaques rather than position trophies.

4th District Officers and appointees may have a team in the 4th District Pool League and may shoot in league and play-offs they qualify for, and if qualified, may shoot in the state tournament.

The 4th District Chairman be granted room and board costs for the state tournament not to exceed  $300.00.

Rule change stating that when someone scratches it does not matter which of the shooting partners picks up the cue ball and hands it over to the player who is shooting next.

Must be member of post for one year to be eligible with exceptions; The person is a brand new member; transferring from another state; transferring to a post closer to their residence, the persons previous post folded / closed.

In the event a ball in hand situation occurs, only the two players shooting the game can call “ball in hand”. No other person from the team be it the Captains or his designate can assist the two players involved.  Ball in hand should / will be called immediately after the infraction.  Any outside help shall result in a loss of shot.

After break, only players can call balls; any outside help will result in loss of shot.

The following are policy changes that were approved by the membership on August 10th, 2000.

Any post wishing to host any of the District Pool Tournaments must have a minimum of 4 pool tables.

The re-imbursement for obtaining pool tables will increase from $ 100.00 to $ 200.00.

The coach, captain or designate must be called to the table by the player(s), he cannot just walk up to the table.  The penalty of walking up without be summoned shall be "Ball in Hand" to the opposing team.

There remains a possibility of Pool League Banquet tickets increasing in price.

Any player who participates in the 4th District Doubles / Singles events and qualifies to go to the State tournament and does not go to the State tournament, shall lose his seeded position in the following years District Singles / Doubles events.  That (lost) seeded position will go to the person(s) who played at the State tournament.  This procedure will not apply if the person(s) has a “qualified” emergency.

All State Pool League raffle ticket money must be turned in before any District tournament play. Whatever District tournament comes first, singles, doubles or team. If not turned in by the first District tournament, no one from that team may participate in any District tournament play. Singles, doubles or team.

Adopted the State Pool League Rule regarding 1/2 hr.  The 1/2 hour time limit starts with the start of the tournament, not when the match is called.  This applies to respective District tournaments.

Regarding the divisional singles and combined doubles.  Each team to send in the names of  alternates (wildcard) with their regular entries.  Then if there are vacancies they would be filled by a draw from this pool of alternates (wildcards).  These alternates (wildcards) would have to be paid for, but if they are not / were not used, the money would be refunded.

First place teams in each division automatically go to State.  These two teams will meet in a best of 15 series for the District Championship.  Teams 2 (two) thru 9 (nine) will meet in our current playoff system to determine our other 2 entries to the State Tournament.  The top team in each division from these play-offs will be the other 2 entries.  Should the first place team be “seeded” at the State Tournament, the 2nd place team would go automatically and the play-offs would be between teams three (3) thru ten (10).

CRITICAL ITEMS TO REMEMBER

No shooter may shoot more than 2 games in a row and not more than 4 during the entire match.
A 6 man team can play 12 games and forfeit 0 games.
A 5 man team can play 10 games and forfeit 2 games.
A 4 man team can play   8 games and forfeit 4 games.
A 3 man team can play   6 games and forfeit 6 games.
A 2 man team can play   4 games and forfeit 8 games.
The above is the rule, BUT CAPTAINS MAY CHOOSE TO “BYPASS” THE RULE AT THEIR DISCRETION if, both Captains agree.
The points awarded to a team due to forfeiture of any or all games by the opponent of a scheduled match shall be based on the winning percentage through the last prior completed match of the team to which the games are forfeited.  If the calculated results are in a whole number plus a fraction thereof, the points to be awarded shall be rounded off to the lower number.

If a team has difficulties in extreme circumstances, to attend a regular scheduled series play and arrangements are made in advance, by both team Captains and agreed upon, they may make this series of play up at a later time.  All such games must be made up within two (2) weeks.  The 4th District Pool Chairman MUST be notified of this action.
Captains are to keep track of who made the 8 Ball on the Break without scratching, Break & Table Run and Table Run.  At the time the Captain calls in the scores, he will notify the person taking the scores of the players names and what he/she did.
Critical rule to remember.  It is forbidden to mark the table in any form to guide the shooter where or how to shoot.  MUST BE A VISIBLE MARK AND UP TO THE JUDGMENT OF THE REFEREE.
In the event of a tie for a position in the standings, the previous matches will be researched by the Chairman.  The team with the best record in those previous encounters will have the senior position.  In the event that is a tie also, the teams involved will play off the best of 15 games for the senior position.
There has been some confusion as to what is a loss of shot and what is a game foul.  When shooting at your last object ball and you commit the following foul(s) IT IS A LOSS OF SHOT.
(1)           Do not call you pocket.
(2)           Call the wrong numbered ball.
(3)           Call the wrong pocket.
(4)           Scratch on the shot . 
Committing the following is a LOSS OF GAME.
(1)           Scratching on the 8 Ball.
(2)           The 8 Ball jumps the table.
(3)           Make the 8 ball in the wrong pocket
(4)           Make the 8 ball on a bad hit.
(5)           Improper masse shot.
